The candy counter was featured in most major department stores in the past.
Here is the former Lauerman Brothers’ Department Store in my hometown of Marinette, Wisconsin.

Much like the deli in a grocery store or the butcher counter, the candy was in glass-fronted bins.
Behind the counter, clerks would scoop the candy from bins and weigh it out to your order.

Brach’s candies were featured in many candy counters, which included seasonal highlights.
A Christmas favorite was Brach’s Pepperment Nougats with the Christmas tree in the middle.
They are still made today and sold in bags at grocery and retail stores.

Many grocery stores had a “pick-a-mix” display where you could bag your own candy and have it weighed by the clerk at the checkout, much like the produce section.
Brach’s makes specialty candy for seasons and holidays throughout the year.

The history of Lauerman’s Department Store is chronicalized in this book.
